He was mayor of Berryville, Clarke Co., VA for 3 terms, commonwealth attorney for 9 years, member of the State Senate, and a member of the Democratic National Convention the nominated Cleveland for President. He was a large land owner in Clarke Co. In 1880 they were living in Battletown, Clarke Co., with 4 servants in the home. In 1900 through 1920 Marshall was listed as a lawyer in Battletown. In 1900 there was an Annie Cox in the household, who had 2 children.
